One of less than two dozen known to exist,
can anyone tell me what this is called or its function?

Telling us the reason such structures were built would be a bonus

Medieval fire station. Sliding down that pole would be interesting. From LMP´s comment, could it be a Garderobe?

I just can't imagine, it's one of the strangest things I've ever seen, I'm sure it will make sense once exposed, but I just can't imagine lol

Not threshing. No grain was seen in these, nor any grain product, but they were built because of grain production.

The single country they were built in, when conquered by Rome, was know as the granary of the empire.
