It will work but not very well, I have psp15 but you will find it quite different.

Ive given up on getting anything PSP on windows 10 ! if I could Id go back to windows 7 any day i suggest you stay away from windows 10. nothing but trouble. pop ups and ad and malware abound I cant keep up the cleaning of it!

if you have the installation disc that came with the computer then you should be able to. You may even have a recovery partition, can't remember now when I looked...

Program files (86)...corel...corel paintshop pro x5...plugins...EN

That is with windows 7 God only knows where 10 will put them...
